Can I create a content and still not allow people to view it?

Yes, you have the power to allow people to view what you want them to view. This is possible through Drupal CMS. While creating a content or editing any page, you will find a section called 'Publishing Options' which is at the end of the page and before the Save/preview button. It has different options which are Publish/Promote to front/sticky at top of lists. If you do not want your content to be seen by people but still want to create it, just uncheck the 'Published' button. But do remember the URL path.

Publish feature is often used where there is a workflow for posting content where there is a Content writer for posting content and an Editor for Editing it. While the content is prepared it is still not published (normal user cannot view it) until the publisher verifies and publishes it.
